Replacement of ID card for foreign citizens ID card for foreign citizen shall be replaced if it is damaged, worn out, if the photograph is no longer matching with the appearance of foreign citizen or when it cannot serve to its purpose for other reasons. Foreign citizen is obliged to, within eight days as of the date of enactment of Paragraph 1 of this Article, submit to a competent authority request for ID card replacement. Disappearance or loss of identity document Foreign citizen is obliged to notify without delay competent authority or closest diplomatic mission and consular post of the Republic of Serbia, on disappearance or loss of identity document issued by the authority in the Republic of Serbia. Competent authorities are obliged to issue a certificate to a foreign citizen on disappearance or loss of the identity document. Loss or disappearance of identity document is to be published in the Official Gazette of the Republic of Serbia; expenses are to be borne by the foreign citizen. Proceedings for submission of the request for issuance of new document: In case of disappearance or loss of ID card for foreign citizen or emergency travel document issued by the authority in the Republic of Serbia, foreign citizen is obliged to: Urgently report disappearance or loss of ID card for foreign citizen or emergency travel document, issued by the authority in the Republic of Serbia, to a competent authority or diplomatic mission and consular post, Pay into the drawing account of public enterprise Official Gazette of the Republic of Serbia the amount in the name of costs for announcing the document to be invalid, upon reporting of identity documents loss, To present the evidence of payment of means to competent authority of internal affairs that enacts the Ruling by which the identity document is announced invalid. - Officer of internal affairs authority delivers one copy of the Ruling client, while he forwards one by official channels to enterprise Official Gazette of the Republic of Serbia for the purpose of announcement of invalidity.Besides the Ruling, pay-in slip copy is to be delivered, as evidence of carried out payment of prescribed fee. Foreign citizen may submit request for issuance of new identity document immediately upon delivery of Ruling. Foundation of company, branch or bank, i.e. for persons registered into the Ruling on Registration of company, branch or bank Ruling on Registration Certificate from commercial bank of account turnover; 3.2. Foundation i.e. ownership of independent business (commercial, handcraft, catering industry etc.) or agency Ruling on Registration 3.3. Consignation, Agreement on Business Cooperation, Agreement on Business-Technical Cooperation and Transfer of Technologies Ruling on Registration of domestic companies Agreement on Cooperation between foreign and domestic legal entity Referral or delegation of the company that sends him/her (original document and translation of the authorized sworn-in-court interpreter) 3.4. Setting up of the employment Ruling on Registration of the company or other legal entity where foreign citizen sets up employment Employment Contract or Service Contract Opinion of National Employment Service when the employment is being set up for the first time or Ruling of the National Employment Service that authorizes employment setting up. 3.5. Authorization of temporary stay is being entered into travel document of foreign citizen. Validity duration of travel document must be at least six months longer than duration period of authorization. Temporary stay extension To a foreign citizen, close family member of the citizen of the Republic of Serbia, temporary stay can be extended for the period of up to three years or until fulfillment of conditions for issuance of authorization for permanent stay. To a foreign citizen, close family member of the citizen of the Republic of Serbia, temporary stay can be extended even in the case when that citizen died, as well as in the case of termination of marriage with citizen of the Republic of Serbia that lasted at least three years in the Republic of Serbia. Request for visa expiration date extension is to be submitted to an authority of the Ministry of the Interior, competent for foreign citizens matters, according to place of temporary residence of foreign citizen. Visa expiration date is to be extended for the period of up to 90 days. Visa expiration date is being extended in the way that visa sticker for short stay (C type of visa) is being placed on the first available page of a travel document. Developing countries are most affected by disasters given the fact that they are the most vulnerable and have the least capacity to tackle them. Global warming and climate changes result in strong and frequent occurrences of huge disastrous fires, droughts, hurricanes, and earthquakes. Climate changes also contribute to ever faster destruction of the environment, whose consequences are detrimental to human health and survival of numerous species and cultural heritage. Still, disasters can be avoided. There are ways to reduce risks and limit consequences, for example, through recognising the main causes of vulnerability of society and through building capacities to address them. Disaster risk reduction involves preparedness, mitigation and prevention. Its purpose is to strengthen disaster resilience, aided with knowledge on risk management, capacity strengthening and using new technologies. Effective disaster risk reduction can significantly reduce the number casualties and damage to property. The studies of eminent international institutions have shown that each euro invested in prevention and disaster risk reduction reduces allocations for emergency response fourfold. Political commitment is of key importance for enhancement of disaster risk reduction at all levels. The United Nations and European Union encourage developing countries to accept the concept of disaster risk reduction and implement the Hyogo Framework, adopted by 168 governments, where the United Nations has developed a program policy for disaster risk reduction, i.e. natural disasters and technological accidents, through five priorities for action, namely: ensure that disaster risk reduction is a national and local priority with a strong institutional basis for implementation; identify, assess and monitor disaster risks and enhance early warning; use knowledge, innovation and education to build a culture of safety and resilience at all levels; reduce the underlying risk factors; and strengthen disaster preparedness for effective response at all levels. Disaster risk reduction requires strong institutional basis which can be attained through capacity building; good governance, promotion of respective program policies and legislation; facilitated flow of information; and effective mechanisms of coordination. Global security policy as well as national efforts in prevention and elimination of consequences of emergencies are particularly needed and productive at regional level. Security in the Balkans is more than simple protection from various threats and new challenges; it implies a complex every-day activity related to security and safety of people and environment in cases of various disasters and crises. Experience points to the need to address disasters which do not recognise borders by taking measures at national, regional and international levels for prevention and elimination of consequences of emergencies, as well as for civil protection and emergency humanitarian interventions, including measures aimed at assisting international development. The states in the Balkans have different national capacities for civil protection whose increase is necessary and requires additional support that Russia has always and will continue to provide. Concept of the Emergency Management Center in Nis is to become a regional center with the capacity to provide assistance to the countries of South Eastern Europe, but to the countries of the EU as well, in the event of great forest fires and wildfires, but also in the event of flooding, earthquakes, landslides, chemical incidents and other emergency situations. The idea behind this concept is to have, during the summer which is a high fire risk period, a certain number of Russian firefighting aircrafts stationed in Nis in order to reduce the response time in providing adequate assistance to the countries affected by extremely high temperatures and wildfires. In addition to this, this center would also provide education and training for firefighting and rescue services. The training program would cover topics such as: forest fires and wildfires, floods, earthquakes, landslides, technical-technological incidents, etc. Overview of the current state of play in the area of protection and rescue in emergency situations in the country, but in the whole region as well, shows that the region of South Eastern Europe is exposed to risks and threats in the area of emergency situations (global climate changes- great droughts, great forest fires, floods, landslides, earthquakes, as well as the technical-technological incidents). There is an obvious need, which has lately become more apparent, for joint response to the mentioned challenges which directly implies the necessity for joint planning, professional advancement and providing equipment to relevant actors and response, protection and relief operations units in emergency situations and catastrophes. The idea for the establishment of the Regional Center for Training and Activity Coordination in Emergency Situations is becoming more apparent. Due to its geographical position it would be optimal to have one center for emergency management and humanitarian assistance established in Nis. The Center would be a base for training and professional advancement of fire protection and rescue services, namely: Chiefs of professional fire protection and rescue services, Members of professional fire-rescue units, Commanders and members of headquarters for emergency situations, Members of the reserve specialized units for civil protection, Executives and staff of the organizations qualified to provide rescue and protection services, Commanders of territorial and industrial units of civil protection. The Center is a base for protection and rescue operations, storage and safeguarding of the emergency material reserves which are essential in the performance of protection and rescue activities and operations. Depending on the vulnerability assessment and the needs of the countries in the region it is possible to alternate the center’s structure, training profiles and center’s equipment which would at the same time represent a humanitarian base with all the necessary technical and material resources (aircrafts- airplanes and helicopters for assistance in different emergency situations and different types of tasks, engineering and equipment for victim aftercare and provision of first aid, etc). For all these reasons, we strongly support endeavors by the Russian Federation and the present States, which through their efforts and contributions actively participate in this important task with the aim to make the territory of the Republic of Serbia and the South Eastern Europe a safer place for all their citizens. In addition to the intensive European integration process, decisive fight against organized crime and corruption, as well as all other activities that endanger security of the Republic of Serbia and the safety of its citizens, is among top priorities of the Serbian Government and this Ministry. Standing here today, I do not hesitate to declare, with full responsibility, that we are fully committed to this goal. One of important reform activities of this Ministry is particularly related to the field of protection and rescue. We have undertaken activities for the establishment of the emergency management service within the Ministry of the Interior, and the Sector for Protection and Rescue has officially become the Sector for Emergency Management with the aim to consolidate all existing resources in protection, rescue and relief in emergency situations. Police Director can be person who fulfils general requirements for government employment provided by law, and special requirements for police employment (Article 110, paragraph 1, items 2-6, of the Law on Police); he/she must have university degree, at least 15 years of effective work experience in the police, and has to meet the requirements for the position of Police Director. When several candidates are eligible, preference is given to the candidate having the best professional results in the discharge of police duties. General Police Director is Mr. Milorad Vejović. GENERAL POLICE DIRECTOR Milorad Vejović Police Director, Milorad Veljović was born in 1958, in Svilanovo, Municipality Novi Pazar. He graduated from the Faculty of Law in 1983. Milorad Veljovic began his law enforcement career in 1986, when he served in the Secretariat of Interior as Inspector for the suppression of economic crime. In 2000. Mr. Veljovic was Head of the Department for legal control with the Criminal police Directorate in the MOI Headquarters and subsequently became assistant Head of the Inspector General Office. During his professional, law enforcement career, he has held leading positions such as a Chief of the Section for suppression of economic crime in the Secretariat of Interior based in Kragujevac, Head of Criminal Police Department in the Secretariat of Interior based in Kragujevac, assistant Head of the Secretariat of Interior responsible for criminal affairs, also in Kragujevac. In May 2005, Mr. Veljovic was appointed Head of the Criminal Police Directorate of the Ministry of Interior of the Republic of Serbia and in March 2006, by decree of the Minister of Interior was promoted to the rank of major- general, in compliance with the function he performed. During his professional police career, Mr. Veljovic has been promoted twice and several times awarded for his accomplishments by the Minister. At the session held on 15 June 2006, the Governement of the Republic of Serbia appointed major- general Milorad Veljovic as Police Director of the Ministry of Interior of the Republic of Serbia. He is married and has two children. The police have a code of ethics, approved by Serbian Government. Police functions are performed following the principles of professionalism, cooperation, legality, proportionality in using police powers, as well as the principle of subsidiarity and inflicting least detrimental consequences. In the performance of police functions only such means and measures of enforcement may be applied as are envisaged by law which help to produce the most professional results without undue harm or delay. In the fulfilment of their duties the police observe national and international standards of police conduct, requirements laid down by law and other regulations and official documents of the Republic of Serbia, and ratified international treaties and conventions. External control of the work of the police is carried out by the National Assembly, Government, competent judicial bodies, state administration bodies responsible for certain supervisory duties, and other bodies and structures authorised thereto by law. Internal control of the work of the police is carried out by the Sector for Internal Control of the Police. The General Police Directorate of the Ministry of the Interior is responsible for performance of police duties. The General Police Directorate is led by the Police Director. Police work, competences and powers are regulated by the Law on Police (The Official Journal of the Republic of Serbia, no. 101/2005). Within the territory of the Republic of Serbia, the General Police Directorate: monitors and analyzes the security situation, in particular the phenomena fostering crime; coordinates, directs and oversees the work of regional police directorates; directly performs specific complex tasks which are within the competence of regional police directorates; ensures implementation of international agreements on police cooperation and other relevant international instruments; organises and carries out forensic expertise; creates conditions for maintaining and raising police capability and preparedness to respond in emergencies; contributes to police-related security, educational, and scientific activities. The General Police Directorate comprises organisational units within the MoI Headquarters, the City of Belgrade Police Directorate, regional police directorates and police stations. Directorates and municipal police stations are established within the General Police Directorate Headquarters and the City of Belgrade Police Directorate, while departments, municipal police stations and police substations (field offices) are established within regional police directorates. The Government renders a decree concerning the principles of internal organisation of the Ministry on the basis of which regional police directorates and police stations are established, as well as their territorial jurisdiction and headquarters. The tasks of a regional police directorate are: to directly carry out police and other duties and establish local cooperation on the territory of the municipality where it is headquartered; to monitor and analyze security situation within the territory of its jurisdiction; to coordinate and control the work of police stations; and to facilitate local cooperation; to carry out, as appropriate, the duties which are within the competence of police stations; to apply security measures regarding particular individuals and facilities; to perform other duties as provided by special regulations and other official documents. Heads of regional police directorates are appointed and dismissed by the Minister. The tasks of a police station are: to directly carry out police and other duties and establish local cooperation on the territory of the municipality for which it has been established. Police Director is authorised to appoint and dismiss station commanders. The following is the chain of responsibility and command for the administration and work of police organisational units: heads of directorates within the General Police Directorate Headquarters, head of the City of Belgrade Police Directorate and heads of regional police directorates are responsible to Police Director; heads of directorates within the City of Belgrade Police Directorate and municipal police stations commanders are responsible to the Head of the City of Belgrade Police Directorate; heads of departments within regional directorates and commanders of municipal police stations and substations are responsible to the heads of their respective regional police directorates Following the line management concept, organisational units within the MoI Headquarters are operationally linked with the counterpart organisational units within regional police directorates and police stations or perform the duties within their competence on the entire territory of the jurisdiction of the Ministry (e.g. Traffic Police Directorate within MoI Headquarters → Traffic Police Directorate within the City of Belgrade Police Directorate → police departments within regional police directorates, municipal police stations). Organisational units within the MoI Headquarters and regional police directorates are led by regional heads, while police stations and substations are led by their respective commanders. Police functions are performed by: uniformed and plain-clothes officers who exercise police powers personnel having special or specific tasks which are directly related to police duties. Police officers also perform tasks which pose a threat to their health and safety and which at the same time require great responsibility and special working conditions. Special police units may be deployed for special security tasks only with prior approval of the Minister. A deployment proposal contains a plan and assessment. It is also in charge of normative-legal issues and general legal affairs and housing affairs. The Secretariat cooperates with other bodies and organizations. The Secretariat is composed of Department for normative and common legal affairs and Department for housing. Department for normative and common legal affairs is responsible for organization of preparatory activities and is directly involved in preparation of laws and other regulations pertaining to policing and internal affairs and therefore is in charge of their full and timely harmonization with legal system. Additionally, the mentioned Departments provide their expert opinion regarding drafts i.e. proposed regulations which are submitted to the Ministry for opinion or approval and likewise provide expert legal assistance to the organization units of the Ministry in enforcement of the laws and other regulations relevant for policing and other internal affairs. The Bureau receives and processes complaints submitted to the Cabinet of the Minister, provides professional and administrative support to the work of a Commission for resolving complaints based within the Ministry HQ, provides professional assistance to the authorized personnel and commissions resolving complaints within the organizational units of the Ministry, keeps prescribed records and provides the Cabinet of the Minister with reports pertaining to submitted complaints, establishes direct contacts with complainants and carries out other activities related to a complaint procedure. The Bureau maintains regular contacts with citizens and takes actions upon complaints, pleas, proposals and other written documents addressed to the Cabinet of the Minister referring them to appropriate verification process and upon received report, the Bureau responds to the appealers. She finished primary and grammar school in Belgrade, where she graduated from the Faculty of Law in 1980. The same year she started working for the Assembly of the City of Belgrade, Secretariat for Inspections, where she was responsible for legal aspects of processing of inspection cases. She was also the Secretary of the work community council. Next, she worked in the Secretariat for the Economy, where, in addition to inspectoral, she also performed second-instance procedure duties. In 1992 she started working in the Property Rights Administration of the Assembly of the City of Belgrade, where she was in charge of affairs related to purchase of socially-owned flats. In 1994 she moved to the Ministry of Trade of the Republic of Serbia, where she was a market inspector. In February 1999 she took up a post in the Belgrade Land Development Public Agency where she was responsible for property rights affairs, after which moved to the Ministry of Trade and Tourism of the Republic of Serbia, Tourist Inspection Sector, where she was the head of the Department for coordination, normative, legal, research and analytical affairs. For the purpose of achieving its objectives, the Media Cooperation Bureau: applies standard procedures in media relations verifies the facts on the events requesting police action, on the basis of which it further prepares and releases public statements responds to journalists requests organises regular and extraordinary press conferences on the activities and matters falling within the competence of the Ministry facilitates meetings between the Ministry and media representatives informs the public through the presence of the Ministry representatives in the media (interviews, statements, participation in TV and radio programmes...) presents the activities of the Ministry on Internet and in the internal magazine Police Today edited by the Bureau  presents preventive acitivities of the Ministry in the propaganda materials- posters, video clips, billboards... cooperates with the film making and production companies answers to the citizens questions maintains the MoI services on the Internet site of the e-government engages in preparation and promotion of prevention and other campains... Bureau monitors every day media information related to the MoI activities, ensuring thereby timely response of the Ministry to inaccurately reported information. By analysing the manner of media reporting on the MoI activities, the MoI personnel gain insight into the public opinion, as well as in the problems of the citizens related to the operation of MoI. The Bureau keeps regular contacts with all media relations officers of the Regional Police Directorates. After many years of issuing the Police Officer magazine, the Bureau has redesigned its layout in cooperation with its editorial staff and changed its name into Police Today. The magazine is released once a month, on 24 pages in 6500 copies, except during summer, when two issues are released on 32 pages. Every issue of the magazine will be posted on the Internet site of the Ministry. Following new trends and experiences of other police services in Europe and America, the Bureau has created profiles on Youtube (page link) and Facebook (page link) that are connected to the official web presentation of the Ministry. The aim is to improve communication with the young as much as possible and to approach the citizens. The profiles on Youtube and Facebook provided citizens with opportunity to give their opinion, remarks, suggestions or ask questions. The administration of the site of the Ministry, Youtube and Facebook accounts is done by the Media Cooperation Bureau. Benefiting from the opportunities offered by Internet- electronic media with the biggest user group in the world and following modern trends in the field of functionality and design, the Bureau has redesigned the MoU web page, where the users can find information on the Ministry, their own rights and procedures for exercising rights by Serbian and foreign citizens before the Interior authorities. She graduated from the XII Belgrade Gymnasium. She studied Journalism and German language at „Freie Universitat“ in Berlin and at the Film Academy in Belgrade – Film and TV Unit. From April 2004 until now she has been working as a foreign press adviser in the Press Office of the Government of the Republic of Serbia, in charge of communication with the diplomatic representatives, NGOs and foreign media, organization of conferences ( EBRD Conference in Belgrade, Regional Education Ministers Conference) and PR media training seminars in the Government of the Republic of Serbia. Since 1992 she has been working as a researcher, producer, project manager, journalist, camerawoman and interpreter for several major international TV broadcasters and since 1994 as a producer of several award-winning BBC series, winners of du Pont Gold Baton and Peabody awards. From 1992 to 1993 she worked as the producer and Deputy Head of the Correspondent’s Office in German television ARD, and from 1991 to 1992 as an interpreter and producer in Austrian television ORF. Her movie „Memories of Srebrenica” was a „Gold olive“ award winner in the best director category at the Film Festival in Bar, 2005. Work of the Bureau is directed towards the establishment of relations between relevant international subject and other organizational unit of the MoI of the Republic of Serbia in order to synchronize their action in EU association process, and also on development and improvement of international cooperation. The main aim of the Bureau is the organization and direct implementation of international cooperation of the Ministry of the Interior and provision of necessary conditions for the continuation of international police cooperation on the operational level. These activities imply that they establish and keep contacts on the bilateral level with international organizations as well, and also to establish new contacts and strenghten the existing international cooperation. In addition to this, the Bureau enables the representatives of the MoI of the Republic of Serbia to actively participate on the various international conferences and seminars in order to implement the priority issues of our foreign policy in the area of internal affairs. One of the significant activities of the Bureau is related to the direct work and provision of practical assistance to other organizational units of the MoI in their fulfillment of priorities which are defined in the EU Council Resolution and stated in the European Partnership document, and other binding international acts. This Bureau cooperates with organizations of regional and universal character, and also with the international police organizations. Peacekeeping Missions In accordance to the Law on Police, which was adopted at the end of 2005, in Article 19 it is stipulated that „ At the request of the international organizations, or in accordance to international treaties of which the Republic of Serbia,or Serbia and Montenegro, is a member or signatory, the police may take part in law-enforcement activities or other peacetime tasks abroad“. This provided a legal base for the secondment of police officers of the MoI to perform their duties within the framework of peacekeeping missions abroad. With the participation in the peacekeeping mission we have fulfilled the international obligations arising from signing and ratification of international instruments, and overtaken the responsibility for the establishment and maintenance of peace in the world. Its objective is to provide directions, monitor and coordinate the reform processes being implemented by the Ministry of Interior and evaluate status and position of the Ministry as a whole. Strategic planning is a process designed to determine objective position of the Ministry in any given moment, define objectives that we intend to achieve as well as steps necessary to be taken in order to attain our goals. The Bureau conducts analysis of the present situation, determines strategic directions and goals, defines strategies to be implemented, and exercises strategic control and management. Law on Police stipulates that the Ministry shall adopt a document on “Strategic Plan of Police”. Appropriate planning and defining ensures job groups identification, adequate assignment of tasks and functional connection of various organizational units which enable more efficient communication and coordination of all activities. A number of processes could be put under control in order to avoid untimely reactions, unnecessary work and engagement of employees and unfavorable results. Bearing in mind that the Ministry of Interior conducts a number of operational and strategic activities, the Ministry as a whole could get better results only if its activities are harmonized in a systematic manner. To ensure that documents pertaining to a strategy are conceivable and approved by beneficiaries, the Bureau for strategic planning is composed of selected personnel with work experience in different fields within the Ministry of Interior scope of work, since relevant knowledge about various lines of duty is essential in addition to a project writing proficiency and good communication capability. He graduated from the Faculty of Law, Novi Sad University in 2000. He completed Diplomatic Academy Studies, Ministry of Foreign Affairs - Serbia and Montenegro, and passed a diplomatic-consular exam. He specialized in Global and National Security at the Section for International Relations, Faculty of Political Studies, Belgrade University. He is about to obtain his Master Degree in Criminal Justice and Criminology at the Faculty of Law, Novi Sad University. He passed the State Exam for employees in Government bodies in 2003. Maravic won a Great Britain Government Scholarship - Chevening Fellowship for 2006. He completed a training program Fighting International Organized Crime in Great Britain, at the CENTREX Police College in Bramshill. From February 2001 until September 2002, Maravic worked at the District Court in Subotica; from September 2002 until June 2003 he completed his military service in teh Yugoslav Army (VJ). He worked in the Executive Council of Autonomous Region Vojvodina - Regional Secretariat for Sport and Youth as an expert for international cooperation (June 2003 - September 2004). From October 2004 to April 2005 he worked in the Ministry for Economic Relations with Foreign Countries as an expert in the Sector for Multilateral and Regional Trade Cooperation. He graduated from the Faculty of Law in Belgrade in 1990, Bachelor degree in Law. He strated his career in the Ministry of Interior of the Republic of Serbia- in the Fire Protection Unit, in October, 1990. He was in charge of administrative and legal affairs and the control of transit of dangerous materials. From January 2003 until January 2005, he was a Chief of the Inspection and Supervision Department in the Fire Protection Unit. From January 1st 2005 he was appointed Head of the Fire Protection Unit, respectively the Directorate for Fire Protection and Rescue in the Ministry of Interior of the Republic of Serbia. He completed the english course and recieved a Certificate of completion, and also completed a Multinational Crisis Management Course, NATO School, Oberammergau, Germany. He is the author of a book: „Explosive materials trade“, 1995 and the author of the Manual: „Administration and inspection supervision in the field of fire protection“, 1997. He has been awarded several times for his work and in 2004 he received his first award on the occasion of the celebration of the Police day. Since July 1st, 2006 he has been the Advisor to the Minister of Interior. He has been appointed Assistent to the Minister of Interior- Head of the Directorate for Fire Protection and Rescue, at the Government’s session on May 17th, 2007. DEJAN MATIĆ, ASSISTANT TO THE MINISTER He was born on October 21st, 1960. in Lozovik, Municipality Velika Plana. He graduated from the Gymnasium in Smederevo and in 1984 he graduated at the Faculty of Economics, University of Belgrade. From 1984 until 2004 he worked in the economic sector and since 1987 as the Head of the Financial and Accounting Affairs Department. In 1993 he was a Financial Director. Since 2004 he has been employed at the Ministry of Interior as the Head of the Common Affairs Directorate. He continued his education in Mladenovac where he recieved his highschool diploma. He graduated with high marks from the Police College in Belgrade. He graduated and recieved his Bachelors degree in Special Pedagogy from the Faculty of Defectology, Belgrade, major in Prevention and Resocialization of Minors. He continued his education enrolling into the Specialized Studies Program at the Faculty of Law, Belgrade University, majoring in Combating Terrorism, Corruption and Organized crime. He speaks basic German. He began his career in 1992, in the State Security Service, and from there he moved to the Security Information Agency (SIA), where he performed various operative duties and he held leading positions. He was the Adviser to the Director of SIA before his appointment to the State Secretary at the Ministry of Interior. He is married and has two sons. He completed his elementary education in Žitorađe, and highschool (gymnasium) in Niš. He recieved his BA degree from the Faculty of Political Science, University of Belgrade, with the average grade 10 (ten). He recieved numerous awards for his accomplishments as a student. He was the President of Delegate Group in the National Assembly of the Republic of Serbia and in the Federal Assembly of FRY. From 1992. until 2004. he was a delegate in the Citizen’s Council of the Federal Assembly of the Federal Republic of Yugoslavia and the State Union of Serbia and Montenegro, and a delegate in the National Assembly of the Republic of Serbia since 2004. He was appointed Minister of Information in the transitional Government of the Republic of Serbia from October 2000 until January 2001. He is a Member of Parliamentary Delegation of the National Assembly of the Republic of Serbia in the Parliamentary Assembly of the Council of Europe. In the previous convocation of the National Assembly he was the President of the National Security and Defence Council. He was the President of Basketball team „Partizan“ in Belgrade and Vice President of the Yugoslavian Olympic Committee. Leader of the Socialist Party of Serbia since December 2006. He speaks English and Russian. He is married to Sanja, and has a son Luka and a daughter Andrea. They apply laws and other regulations and general acts adopted by the National Assembly and Government, as well as the general acts rendered by the President of the Republic; they address administrative issues, conduct administrative supervision of the performance of assigned tasks, etc. The internal affairs are the affairs stipulated by law, and performed by the competent state authorities in order to ensure the security of the Republic and its citizens as well as exercise of citizens’ rights as defined by the Constitution and law. The internal affairs are performed by the Ministry of the Interior. The internal affairs are conducted in a manner that ensures equal protection and exercise of freedoms and rights set out in the Constitution for every person and citizen. In the performance of internal affairs only such enforcement measures may be used as are envisaged by the law, which help to accomplish tasks with as few detrimental consequences as possible for citizens and their associations, companies, institutions and other organisations. • The Ministry of the Interior of the Republic of Serbia performs state administration affairs related to: protection of security of the Republic of Serbia and detection and suppression of the activities aimed at undermining or overthrowing the constitutional order; protection of life, safety and property of citizens; prevention and detection of criminal offences; finding and apprehending perpetrators of criminal offences as well as bringing them to competent authorities; maintenance of public peace and order; securing public gatherings and other meetings of citizens; protection of certain persons and facilities; road traffic safety; border crossing checks; control of movement and stay in the border area; control of movement and stay of foreigners; provision, possession and carrying of weapons and ammunition; production of and trade in explosive materials, flammable liquids and gases; fire protection; citizenship matters; personal identification number; identity cards; travel documents; permanent and temporary place of residence; staff training, and other tasks envisaged by the law. Transparency is one of pivotal attributes of police work in countries with a long democratic tradition, and is of even greater importance in the countries in transition aiming for qualitative changes in police structures. The Law on Police itself defines police as a public service which is required to inform the public on the events and matters within their jurisdiction; information may be withheld when justified in certain cases only. The basis of good communication is in ensuring that all parties interested be informed of the regular activities and future reform of the Ministry. This is achievable by utilizing simple but effective communication channels that make it possible to both distribute information and obtain feedback from internal and external audiences (such as employees, partner organizations, and other interested parties). Successful and effective communication makes it possible for us to provide information to the public and our partner agencies in an adequate manner, as well as to foster better understanding of how the employees of the Ministry execute their duties, enhance support for our work in the community, and identify and pinpoint the anxiety, concerns and aspirations of both, the members of the society and the Ministry employees. Regularly conducted annual public opinion polls initiated in 2008 indicate that the Ministry has made progress through its open and active approach to the media and the public in general. An increase in the number of articles published, and affirmative comments of the public in relation to police work are indicative of the importance of public relations. This brought a growing interest of both the media and the citizens in the work of the police. We have therefore been encouraged to define the guidelines for communication development set out in the Communication Strategy of the Ministry of Interior. Internal capacity building (training) To organize and conduct trainings aimed at professional development of all police personnel, both in the Ministry headquarters and other police departments, who perform public relations tasks, as well as those who communicate to the public information and positions of the Ministry. BASIC PROVISIONS SUBJECT OF THE LAW Article 1 This Law shall stipulate the conditions for entry, movement and stay of foreigners, as well as the competence and activities of the public administration bodies in the Republic of Serbia with respect to entry, movement and stay of foreigners in the territory of the Republic of Serbia. Implementation of the Law Article 2 This Law shall not apply for the foreigners who: 1) Have applied for asylum, or have been granted asylum in the Republic of Serbia, unless otherwise stipulated by the Law; 2) Enjoy privileges and immunities pursuant to the international law, as regards the provisions hereof which are excluded as a result of these privileges and immunities; 3) Have been granted the status of refugee. Stateless persons shall be the subject of the provisions of the Convention Relating to the Status of Stateless Persons, if this is more favourable to them. Definition of terms Article 3 Certain terms used for the purpose of this Law shall have the following meaning: 1) Foreigner shall mean any person who does not have the citizenship of the Republic of Serbia; 2) Competent authority shall mean a territorial unit of the Ministry of Interior (hereinafter referred to as: the Ministry), competent for the affairs related to foreigners; 3) Border police shall mean an organisational unit of the Ministry, directly responsible for the affairs of border control and other state border protection activities; 4) Entry into the Republic of Serbia shall mean the entry of foreigners into its territory, approved by the competent public authority, by crossing the state border, i.e. the state border crossing where border control is performed. The stay of foreigners in the transit area of airports or harbour and port anchorage through which international transport is conducted shall not, in the context of this Law, be regarded as entry into the Republic of Serbia; 5) Transit shall mean the crossing over the territory of the Republic of Serbia; 6) Border control shall imply the inspection of persons and travel documents, means of transportation and goods, conducted at the border crossing point prior to the intended crossing of the state border, or immediately after having crossed the state border, as well as other control pursuant to the law; 7) Foreign travel document shall mean ordinary personal, family, collective, diplomatic or service passport, seamans book containing a visa and other documents recognised by international treaties as travel documents, which can be used to reveal identity of its holder, the term of validity of which has not expired and which has been issued in accordance with the regulations of a foreign country or by a relevant act of an international organisation; 8) Foreigner travel document shall mean a refugee travel document, a stateless persons travel documents and foreigners laissez-passer; 9) Foreigner identity card shall mean identification document issued to a foreigner permanently resident in Serbia, or a foreigner in temporary residence who does not have a valid travel document; 10) Carrier shall mean a natural person or a legal entity registered as provider of public passenger transportation services in air, road, waterway or railway traffic; 11) Detention centre for foreigners shall imply facilities for accommodation of foreigners who have been denied entry into the country, or on whom banishment or removal from the country has been imposed but it is not possible to dispatch them in this manner, and who have been ordered to stay under close police surveillance, according to the law. Entry and stay of foreigners Article 4 A foreigner may enter into and stay in the Republic of Serbia, under the conditions stipulated by this Law, using a valid travel document containing a visa, or a permission to stay, unless provided otherwise by the law or an international treaty. Limitation or prohibition of movement Article 5 Movement and stay in a specific territory in the Republic of Serbia shall be limited or prohibited to a foreigner if this is necessary due to reasons related to protection of public order or safety of the Republic of Serbia and its citizens, or pursuant to an international treaty. Compliance with laws Article 6 A foreigner shall be obliged to observe the regulations and decisions of the public authorities during his/her movement and stay in the Republic of Serbia. Application of legislation in the decision-making procedure regarding the rights and obligations of foreigners Article 7 The provisions of the law regulating the general administrative procedure shall apply in the decision-making procedure regarding the rights and obligations of foreigners, unless otherwise stipulated by this law. As regards the procedure of registering the place of permanent or temporary residence or termination of permanent or temporary residence and changing the home address of a foreigner, the provisions of the law regulating the place of permanent and temporary residence of the citizens of the Republic of Serbia shall apply, unless otherwise provided for herein. II. ENTRY OF FOREIGNERS INTO AND EXIT FROM THE REPUBLIC OF SERBIA BORDER CONTROL Article 8 A foreigner shall be obliged to undergo border control procedure on entry into or exit from the Republic of Serbia. Border control of foreigners shall be conducted in accordance with the applicable special law, and includes detection and prevention of illegal entry into the Republic of Serbia, denial of entry under the conditions stipulated in Article 11 hereof and/or denial of exit from the territory of the Republic of Serbia under the conditions established by Article 13, paragraph 2 of this Law. Entry and exit using a collective travel document Article 9 A foreigner listed in the travel document of another person may enter into and exit from the Republic of Serbia only if accompanied by the person in whose travel document he/she is listed. Foreigners using a collective travel document shall only be allowed to enter into and exit from the Republic of Serbia if they travel together. Foreigners listed in a collective travel document shall also be required to have a document with their personal photograph, which can be used to confirm their identity. The leader of the group shall have his/her ordinary personal travel document. Illegal entry into the Republic of Serbia Article 10 Entry into the Republic of Serbia shall be considered illegal if it is gained: 1) Out of the place or time prescribed for crossing the state border; 2) By avoiding the border control; 3) By using another persons, invalid, and/or forged travel or other document; 4) By providing incorrect information to the border police; 5) During the period in which the protective measure of removal of foreigners from the Republic to Serbia, the security measure of banishing foreigners from the country, or the measure of cancellation of the permission to stay is in effect. Denial of entry Article 11 Entry into the Republic of Serbia shall be denied to a foreigner if: 1) He/she does not have a valid travel document, or a visa if required; 2) He/she does not have sufficient financial means to sustain him/her during the stay in the Republic of Serbia, to return to his/her country of origin or transit into the third country, and if he/she is not provided with means of livelihood in any other way during his/her stay in the Republic of Serbia; 3) He/she is in transit, but does not meet the requirements to enter the third country; 4) The protective measure of removal or the security measure of banishment is in effect, or if his/her permission to stay is cancelled, and/or other measures recognised in the domestic or international law, which include the prohibition of crossing the state border, are effective; this prohibition shall apply during the period in which the respective measure, or the cancellation of the permission to stay, is in force; 5) He/she does not have the certificate of vaccination or other proof of good health, when arriving from areas affected by an epidemic of infectious diseases; 6) Required so by reasons related to protection of the public order or the safety of the Republic of Serbia and its citizens; 7) He/she is registered as an international felon in the relevant records; 8) There is reasonable doubt that he/she will take advantage of the stay for purposes other than those declared. The denial of entry shall be denoted in the respective foreigners travel document. The conditions referred to in paragraph 1, items 2), 5), 6) and 7) of this Law shall be prescribed more specifically by the Government. Entry into and stay in the Republic of Serbia without a visa Article 12 An international treaty or a Government decision may establish that citizens of particular countries may enter the Republic of Serbia without a visa, provided that obstacles referred to in Article 11 hereof do not exist. The Government shall be competent to decide that citizens of particular countries may also enter the Republic of Serbia using a valid personal identity card, and/or other document which can confirm their identity and citizenship, on condition that obstacles referred to in Article 11, paragraph 1, Items 2) to 8) of the Law do not exist. A foreigner who does not need a visa or a travel document to enter the Republic of Serbia may stay in the country for a maximum period of 90 days, within a timeframe of six months starting from the day of the first entry. Exit Article 13 A foreigner shall be free to exit the Republic of Serbia. As an exception to paragraph 1 of this Article, the border police shall temporarily deny exit from the Republic of Serbia to a foreigner if: 1) He/she is in possession of another persons, invalid, and/or forged travel or other document; 2) He/she does not have the visa required to enter the next country; 3) There is justified suspicion that, by exiting the Republic of Serbia, the person may escape legal prosecution with respect to a criminal act or misdemeanour, avoid serving the sentence of imprisonment, execution of a court order, being arrested or execution of a due liability imposed by a competent authority.
